Ngoc Lac Industrial Park (Thanh Hoa) is strategically located in Ngoc Khe Commune, about 66 km from Thanh Hóa, along the Ho Chi Minh Road, serving as an important economic gateway connecting Northern Vietnam with the North Central region. The industrial park covers 150 hectares with an operational term of 50 years (2016–2066) and focuses on high-tech industries, including electronic component assembly, telecommunications equipment, and information technology. Its competitive advantages include abundant and cost-effective local labor, low industrial land costs, and terrain suitable for infrastructure development. The park also benefits from attractive industrial investment incentives and convenient logistics connections via National Highway 15A. These factors create strong potential to attract FDI projects, offering a competitive edge over several less-developed industrial parks in the surrounding area.

4-year tax exemption, followed by a 50% reduction for the subsequent 9 years.
Import Duty Incentives
Import duty exemption applies to
Goods forming fixed assets of incentive-eligible investment projects.
Raw materials and components not yet produced domestically (subject to confirmation by the Ministry of Industry and Trade).
Goods used for manufacturing export products (in accordance with Article 16 of Law No. 107/2016/QH13).
Building Density & Height
Max density: 60-65%, land use ratio ≤1.0, ≥20% green.
Factory height: Max 3-5 floors (elevation 4.8-5.4m).
Design Capacities
Power: Local grid, planned 110kV substation.
Clean water: Upgraded town plant (118B VND), ~10,000m³/day.
Wastewater: Planned centralized (unbuilt), Column A standard.
Fire Safety
Hydrants every 120-150m on main roads, sprinklers for large factories.

Management & Wastewater Fees
Infrastructure management: ~2,500-4,000 VND/m²/year (~0.10-0.16 USD).
Wastewater: 8,000-12,000 VND/m³ (~0.32-0.48 USD).

Industrial electricity: Normal ~1,800-2,000 VND/kWh (~0.07-0.08 USD); off-peak 1,100-1,300; peak 3,200-3,600 (EVN Central).
Clean water: ~8,000-10,000 VND/m³ (~0.32-0.40 USD).
