More than 22,000 active FDI projects

The figures were announced by city leaders at the Ho Chi Minh City Investment Cooperation Forum 2026, held on November 2.

To date, the city has more than 22,036 active FDI projects, with total registered capital exceeding US$157.4 billion, maintaining its position as Vietnam’s leading destination for foreign investment.

Nguyen Loc Ha, vice chairman of the Ho Chi Minh City People’s Committee, said the city has several key advantages for expanding investment cooperation, including its position as a major economic centre with a large consumer market, an expanded development area, special institutional mechanisms and a government committed to working alongside businesses.

The city’s expanded development space is particularly significant, bringing together financial and service centres, innovation hubs, a modern industrial base and deep-water seaports within a single administrative area. This creates a foundation for broader cooperation in research, manufacturing, trade and logistics, while enabling the city to participate more deeply in regional production chains.

High technology, infrastructure and logistics take priority

Beyond increasing the volume of investment, Ho Chi Minh City is shifting its focus towards higher-quality projects that bring advanced technologies and generate greater added value.

Pham Quang Nhat, director of the Ho Chi Minh City Investment and Trade Promotion Centre (ITPC), said FDI flows into the city are increasingly shifting towards high technology and digital infrastructure. In the first nine months of 2026, the Saigon Hi-Tech Park alone attracted US$1.23 billion in newly registered investment.

Alongside technology, strategic infrastructure and logistics continue to attract long-term investors. The Can Gio International Transshipment Port project, with a total investment of more than US$4.9 billion, is among the most notable developments in the seaport infrastructure sector.

Another positive sign is the additional capital registered by existing projects. During the 10-month period, operating FDI projects in Ho Chi Minh City registered nearly US$5.7 billion in additional investment. The city also recorded more than 1,611 instances of foreign investors contributing capital to or purchasing shares in domestic businesses.

These figures indicate that, alongside new projects, the expansion of existing investments and foreign participation in domestic companies are also contributing to the city’s total registered investment.

Attracting quality investment and strengthening domestic links

In the coming years, Ho Chi Minh City aims to achieve double-digit economic growth and become an Asian economic, financial and services hub by 2045.

To realise this ambition, the city is prioritising long-term investment partners in high technology, strategic infrastructure, finance, logistics and green energy. Beyond capital, it is seeking to attract advanced technologies, modern management expertise and opportunities to develop its workforce.

A key priority is to strengthen links between foreign-invested enterprises, domestic businesses, universities and research institutes. This would give Vietnamese companies greater opportunities to join supply chains, improve their production capabilities and adopt international standards in technology and management.

The city also plans to improve the investment climate, address administrative bottlenecks and accelerate the implementation of approved projects. The objective is not simply to attract more registered capital, but to turn that investment into productive capacity, jobs and tangible economic value.

With US$19.1 billion in FDI attracted in the first 10 months of 2026, Ho Chi Minh City has exceeded its annual target ahead of schedule. Going forward, project implementation, the quality of investment and the extent to which foreign capital benefits domestic businesses will be crucial to making the most of these resources and supporting sustainable growth.
